Please find in the attachment the "Open Letter to Y.A.B. Dr. Mahathir
Mohamed, the Prime Minister of Malaysia on the Government's undertaking
not to curb information flow in the Internet. At the same time the
opportunity is used to point out the inconsistency in policy on the
print media, in particular the decision on Harakah. 
 
Mr. Bishan Singh, a civil society activist and a community leader who
was the former President of the Pahang Association of Consumers (PAC)
and the Federation of Malaysian Consumers Association (FOMCA) launched a
"Campaign for Participatory Democracy, Accountable Governance and
Responsible Civil Society," on the 10 February 2000. 
 
The campaign is NOT to oppose the government. Nor is the campaign to
support the opposition. This is a non-partisan political initiative. The
aim is purely to hold all those who offer their leadership for public
services both in the government and opposition accountable to the people
and nation they serve. The campaign aims to promote a middle road for
independent thinking and building a strong and responsible civil society
to strengthen the process for participatory democracy and as a guarantee
for accountable governance. For this campaign he invites all concerned
citizens willing to participate voluntarily to contact him for
co-operation, collaboration and networking. 

Mr. Bishan Singh in the consultation with other campaigners has
developed a "Charter for Campaign Action" making it a "One Person Size
Campaign." The Charter contains a section on "Ideas for Action." This
section outlines nine actions that we can undertake both individually
and collectively to help build the critical mass and attain the
objectives of the Campaign.  Those who wish to participate in the
