[sangkancil] rumour-mongering and the ISA

coupla questions about this ballyhoo:

- completely objectively, we have no proof that the friday
riots/disturbances did happen or that it did not. i too trekked to chow kit
on friday evening. everything was completely quiet but i wasn't there the
whole day. 

there seems to be witnesses on both sides: on the "yes" side, it would seem
motives for "rumour-mongering" would be again "foreign elements jealous of
our success", on the "no" side, it would seem motives for rumour stymieing
could be that shopkeepers don't want their business affected while of
course, the government doesn't want anyone to panic. 

thus, why is everyone immediately concluding that nothing happened or that
nothing was planned to happen?

- even if someone were to start rumours knowing that they were untrue,
would that be amountable to ISA? I'm not sure about the legalese involved
but would this be comparable to libel or would the legislation have to be
redrafted again to account for rumour mongerers? and if it has to, would
this be somewhat against human rights?
